Rural Development Fund

Rural Development Fund (RDF) is specialized on applied research and development and testing innovative methods in development. RDF is aimed to support various initiatives to alleviate poverty and achieve sustainable development of rural areas. It conducts social and economic researches and works on developing policy recommendations and implementing activities in the fiend of rural development and environmental protection. RDF takes critical view of the issues related to the regulatory arrangements governing the access to and use of the natural resources, the resource tenure security for local communities and distribution of benefits from the resource uses, and seeks to promote the good governance principles through the quality research and analysis.

GEF/SGP involvement:

2010-2011 - Recovering and improving productivity of near-village pastures and sustainable management of secondary pasture resources project;
-2009- Development of Project for Community Kok Oirok on Improvement of Rangeland Landscape with own resources

Experience:

In a field of Land Degradation RDF has achieved many positive results by contributing to the National rangeland policy reforms as well as livelihoods improvement in local levels. Experts of the Rural Development Fund (RDF) have been involved into the land reform since mid-nineties and participated in elaboration of the Land Code, Law on agricultural land governance, Law on pastures (2009), and other laws and regulations on land relationships. In cooperation with international experts, RDF reviewed land laws and came up with corresponding recommendations at a country level. In a frame of the “Approach to Participatory Management of Natural Resources” project (funded by USAID) RDF in partnership with Rural Development Institute, USA, developed and tested the model of the approach to Natural Resource Management (NRM) which helps allay natural resource-related conflict potential in areas where the state borders are still porous and undefined. The model had been approved by the Ministry of Agriculture and currently has been practicing by local communities. Currently RDF is actively participating as member of an interagency working group in developing of a legal framework for the secondary use of rangelands in the Kyrgyz Republic.
RDF has been implementing several projects on Biodiversity Conservation.
-It has been implementing for few years project funded the Christensen Fund to collect and preserve traditional knowledge on pastoral practices which are aimed to preserve landscapes and biodiversity
-Its implemented WB funded research on management of natural resources of rangelands for their sustainable and fair use which was presented to the government for policy and legal changes.
-In a frame of PROFOR Facility of the World Bank RDF in a partnership of international consultant of the World Bank has completed the comprehensive study of forestry sector of the Kyrgyz Republic, including institutional and legal frameworks as well as de facto implementation of forestry policy and developed recommendations to the governmental body;
-Since 2010 RDF has been implementing a two-year project aimed to conserve biocultural diversity by developing joint forest management model in two pilots: a national park and forestry enterprise (leskhoz) in the republic.
