By Guenter Mitlacher, RFP Europe and Chair of Technical Sub-committee, GEF NGO Network

The CBD Secretariat with financial support of the government of Japan convened the second meeting of the CBD expert group on 18-20 Dec 2011 in Japan to develop a report on the financial needs assessment for biodiversity for the GEF-6 replenishment. The team, which comprised of 2 experts from developing countries, 2 from developed countries and one representing the GEF NGO network, was assisted with a scientific background document which was compiled by the CBD Secretariat and gave an overview of the literature, reports and figures relevant for further discussions. Based on this the group elaborated further financial needs of each of the 20 Aichi targets, based on the COP guidance to the GEF and other COP decisions. The GEF Secretariat provided  a comprehensive analysis of biodiversity related projects and related financial GEF grants. In terms of the questionnaire that was circulated to the CBD parties, only 3 responses with detailed financial needs were sent back so far. The group will continue its work and meet again in March 2012.
